The City of Gulf Shores is proud to announce that it has been named a Triple Crown Winner by the Government Finance Officers Association (GFOA). This rare distinction highlights the City’s strong commitment to fiscal responsibility, transparency, and excellence in public financial management.
“These achievements are not the result of chance,” said Mayor Robert Craft. “Our AA+ bond rating, the tripling of our cash reserves since 2010, and our track record of responsible budgeting all stem from the diligence and professionalism of our Finance Departments, the oversight of our City Council Finance Committee, and the daily dedication of every department. Together, they ensure that every tax dollar is tracked, managed, and spent with care—and our community is stronger for it.”
The Triple Crown is awarded only to governments that receive all three of GFOA’s highest honors in the same year, placing Gulf Shores among an elite group of municipalities nationwide. These awards serve as national benchmarks that reflect the City’s ongoing dedication to earning and maintaining public trust through sound financial stewardship. The three awards received are:
Distinguished Budget Presentation Award
For the 15th consecutive year, the City of Gulf Shores has received the Distinguished Budget Presentation Award. This award recognizes the City for going above and beyond the basics of budgeting, demonstrating its commitment to meeting the highest standards set by nationally recognized guidelines. To earn this award, budget documents must serve not only as a financial blueprint but also as a clear policy document, an operational guide, and an effective communication tool for residents. Each document is rigorously evaluated for clarity, transparency, and strategic alignment and must meet fourteen mandatory criteria rated as “proficient.”
Certificate of Achievement for Excellence in Financial Reporting
For the 13th year, Gulf Shores has received GFOA’s Certificate of Achievement for Excellence in Financial Reporting—the highest form of recognition in governmental accounting. This award signifies the City’s long-standing commitment to full transparency and integrity in financial reporting. The City’s annual comprehensive financial report consistently meets the most demanding standards for accuracy, completeness, and accessibility, empowering residents, investors, and stakeholders to understand exactly how public funds are managed and allocated.
Outstanding Achievement in Popular Annual Financial Reporting (PAFR)
This is the fourth year that the City of Gulf Shores has been awarded the Outstanding Achievement in Popular Annual Financial Reporting (PAFR). This award honors governments that make financial information accessible and understandable to the general public. The Popular Annual Financial Report is designed to present complex financial data in a clear, engaging, and user-friendly format. Each submission is judged on reader appeal, creativity, distribution, and the ability to engage residents in the financial story of their community. This award highlights the City’s commitment to keeping citizens informed and involved.
