  • There are no special ID requirements for first-time voters since all Alabama voters need to provide ID when voting in person or by absentee ballot.

    Absentee Voting
  • In most cases, the answer is no. There are two conditions, however, under which you can apply for an Emergency Absentee Ballot: if you are required by an employer under unforeseen circumstances to be out of the county on Election Day for an emergency business trip, or have a medical emergency requiring treatment from a licensed physician.

    If you face either of these situations, use the Alabama Application for an Emergency Absentee Ballot. The business emergency application contains an affidavit acknowledging that the voter was not aware of the out-of-county business trip prior to the normal absentee ballot deadline. The medical emergency application requires that the attending physician describe and certify the circumstances as constituting an emergency.

    Emergency Absentee Ballot Applications can be submitted after the absentee ballot application deadline but no later than 5 p.m. on the day before the election.

  • If your appearance date has not passed, you may contact the Gulf Shores Municipal Court at 251-968-6780. If you have an attorney, your attorney can file a motion requesting a continuance on your case.

  • No, the clerk must witness your signature on the Waiver of Rights on the back of the ticket.

  • In certain cases (i.e. minor traffic citations, etc.) the court will allow you to enter a plea before a magistrate and pay your fines and court cost. View the instructions to the defendant. Driving Under the Influence, reckless driving, and misdemeanor and ordinance violations are mandatory court appearances.

    Full payment for all violation charges and late fees must be made as follows:

  • To have someone arrested you must first file a report with the Gulf Shores Police Department. If probable cause exists you will then be referred to call the municipal court to make an appointment for a probable cause hearing with a magistrate to determine if a warrant will be issued.

  • A PFA can only be issued by the Baldwin County Circuit Clerk's office located in the courthouse in Bay Minette, AL. There is no charge to obtain a PFA. New laws went into effect as of July, 2010, regarding who a PFA can be filed against. For more information contact the Baldwin County Circuit Clerk’s office at 251-943-5061. A restraining order must be obtained with the assistance of an attorney. You must contact your attorney for more information on restraining orders.

  • In order to take care of an outstanding warrant, you must turn yourself in to the Gulf Shores Police Department. After the warrant has been processed, you will be given an opportunity to post a bond and a court date will be given. You may contact the Magistrate's office at 251-968-6780 to receive specific information pertaining to your case.

  • The Municipal Judge establishes the amount of the fine in each individual case. Depending upon the charge the judge can, in most instances, place a maximum fine of $500 plus court costs.

  • If you did not pay your ticket on time, the Alabama Department of Public Safety was notified and they suspended your license for nonpayment. In order to have your license reinstated, you must first pay the ticket. Then, contact the Department of Public Safety at (334) 242-4400 for more information concerning the reinstatement fee.

  • Yes, a permit is required to remove a protected tree. A protected tree is defined as;
    • Any tree on a vacant single family or duplex residential zoned property, greater than one acre, with a DBH of at least 18 inches. View the Tree Protection Ordinance
    • On commercial, multi-family and industrial zoned property any tree that has a DBH of at least 10 inches or is a live oak, sand live oak, or sand pine

  • A property’s zoning can be determined by viewing the Zoning Map, by contacting the Planning Department at 251-968-1164, by emailing Mell Davis, or by visiting the Planning Department office at 205 Clubhouse Drive, Suite B, Gulf Shores.


    A request for written zoning confirmation shall be made in writing or via email and can be provided for a $75 fee.

  • A relaxation of certain regulations contained in the Zoning Ordinance where such shall not be contrary to the public interest and where, owing to conditions peculiar to the property and not the result of the actions of the applicant, a literal enforcement of the ordinance would result in unnecessary and undue hardship. As used in this ordinance, a variance may be authorized only for height, area, size of structure, size of yards and open spaces, off-street parking and loading requirements, or height of fencing or buffering.

    For all beach fronting properties, the City must run an advertisement in the local paper with a 30-day comment period once the plans have been submitted for review. The cost of this ad is $1,100.00 for Residential and $14,000.00 for Commercial/Multifamily.

  • We currently enforce the 2021 International Codes and the 2020 NEC with a minimum wind speed requirement of 160 mph.

    You will also need to fill out the Pier/Bulkhead Permit Application.

  • If your business / properties managed are physically located south of the intra-coastal waterway bridge and have a valid business license you are eligible to receive passes. Applications are mailed to each eligible local business. Passes are available for pickup from February 28 through May 15 of each year.

  • Each Gulf Shores resident / property owner should receive two decals mailed to the billing address on record with Baldwin EMC during the month of February every 2 years at no cost. Up to three additional decals may be purchased in person from City Hall at a cost of $5 each. Proof of residency or property ownership along with driver’s license for identification, will be required for the purchase of additional hurricane / beach decals in the form of a deed, lease, or utility bill that bears the street address of the property for which the decal is being purchased. Incoming new residents will not be charged for the initial first two decals. To obtain a replacement hurricane / beach parking decal, bring the old one (in whatever condition it may be) for an exchange.

  • If you are a general contractor, homebuilder, roofer, plumber or electrician who holds a current business license, you are eligible to receive Hurricane Re-Entry Contractor passes. At this time, contractors not licensed under one of the above categories, you are unable to receive passes. Applications are mailed to each eligible contractor and are available for pickup from February 28 through May 15 of each year.

  • Yes. The rental property owner must have a business license for each location they make available for rent on a short-term basis. The management company has a separate license to be in the business of property management.

  • Yes, we conduct a local background check at no charge to you. This will only show misdemeanor charges with the City of Gulf Shores. You must come to the Police Department in person with a valid Driver's License. If you wish to purchase a state or federal background check we have the paperwork available at the records desk.   • For some industries and occupations, it is required that you submit an official record of your fingerprints. The Gulf Shores Police Department only provides this service to residents of Gulf Shores or people obtaining fingerprints for a business located in Gulf Shores. There is no fee for fingerprinting services.

  • The Gulf Shores Police Department has partnered with Carfax to bring you 24/7 accident reports, available at crashdocs.org. The cost of a report is $5 and there are no hidden fees. You can pay with a credit or debit card. Please allow 3-5 business days from the date of the accident for your report to be available.   • Police reports are available at the Gulf Shores Police Department between 8–11 a.m. and 1–5 p.m., Monday–Friday, with the exception of holidays. 

    All reports cost $5. Cash, credit and personal checks are accepted.

    The police report will only include the front page due to privacy laws.

  • Pistol Permits are issued by the Baldwin County Sheriff’s Office. You must file a Baldwin County Sheriff’s Office Pistol Permit Application. and return it in person to the Baldwin County Sheriff’s Office. There is a location in Foley, AL at the Satellite Courthouse, 201 E. Section St. The cost of a pistol permit is $30 per year. Permits must be renewed annually.

  • If you reside or work in the City of Gulf Shores you must register with the Gulf Shores Police Department. You can come to the Police Department Lobby and ask to speak to Detective Jared Murphy to get registered.

  • Mark Sealy is our Fire Chief. Chief Sealy has over 29 years of experience in all fire service aspects, including Driver on both suppression and medic units, Captain on both engine and ladder companies, and as a District Chief in operations and training.  In his role as Gulf Shores Fire Chief, Sealy oversees the entire Gulf Shores Fire Rescue department. This includes managing all five fire rescue stations’ operations and functionality, which provide first responder services to all residents and visitors in Gulf Shores.

  • It shall be unlawful for any person to voluntarily feed alligators on or from public property in the city limits, or on or from private property therein where the public is invited.

  • The city requires that dogs that are not on their own property be on a 6-foot or shorter leash, held by a person who can completely control the dog at all times The only exception are dogs in Gulf Shores Dog Park. Violation of this law is punishable by fine. All other animals may not be allowed to roam off your property.

  • It shall be unlawful for any person to permit or allow any dog in such person's charge or control to wear a dog inoculation tag issued for a different dog.

  • The owner of any animal in the city, who allows the same to be a nuisance by barking, or making a loud or raucous noise, biting, frightening, threatening, or intimidating any person, or creating offensive odors or unsanitary conditions shall be deemed guilty of a misdemeanor. The police shall take action against any person charged with violation of this section by any party so annoyed.

Hurricane Re-Entry / Beach Parking Passes

  • The City of Gulf issues two passes to all residents and property owners within the city limits of Gulf Shores, AL. In the event of an emergency where areas of Gulf Shores are evacuated, these passes serve to identify those who should be allowed into restricted area(s) at the appropriate time.

    These passes also serve as a parking pass at all paid public parking areas.

    Every two years, each Gulf Shores resident / property owner should receive two passes during the month of February. These passes are mailed to the billing address on record with Baldwin EMC at no cost to the resident / property owner.

    Passes are also available for pick up year round at the following locations:

    Hurricane Re-Entry / Beach Parking Passes
  • Passes must be PERMANENTLY affixed to the inside of the windshield on the driver's side of the vehicle. 

    Vehicles parked in the Resident Only Parking area without a pass directly affixed to the windshield will be subject to a ticket and/or towed. This includes vehicles with passes laying on the dashboard and those with expired passes.

  • In accordance to City of Gulf Shores Resolution 5642-16, once a Hurricane Warning has been issued for the Gulf Shores area re-entry/beach parking decals are no longer distributed to any residents, businesses or other entities. Re-entry/beach parking decals can be obtained by residents at City Hall 9 a.m. – 5 p.m., Monday – Friday. Anyone wishing to obtain re-entry/beach parking decals must show proof of residency or property ownership in the form of a deed, lease or utility bill along with a valid Driver’s License for identification.

  • As a rule, weddings are not allowed on the Gulf Shores public beaches. If you are renting a private beach house or condominium, and have the permission of the owners to conduct a wedding, no permits are required from the City. You do need to make your guests aware, however, that they cannot park on the road rights-of-way. No chairs, gazebos, arches, etc. are allowed to be placed on the public beaches. Gulf State Park, located in Gulf Shores, has a pavilion that is perfect for family and group outings, reunions, beach parties and sunset weddings. Rental is available 7 days a week, except major holiday weekends during the summer.   • The Fire Code of the City of Gulf Shores requires Burn Permits for the safety of all who live in and visit our beautiful area. Gulf Shores is unique in that our area has large numbers of people who live and play next to coastal woodlands with a constant sea breeze. Burn Permits help to ensure that fires are conducted in a safe manner to protect the permit holder and their neighbors.

Exceptions- Fires contained in a commercially made outdoor fire place, BBQ Pit, or fire pit do not require a permit but the manufacturer’s guidelines are to be followed (open burning or cooking on balconies is illegal). Fires connected with Assembly (Church, Public Gatherings, Festivals etc.), Restaurants, Educational, Hot Work, Welding, Torches, Land Clearing and Bonfires require permits.

  • As a rule, weddings are not allowed on the Gulf Shores public beaches. If you are renting a private beach house or condominium, and have the permission of the owners to conduct a wedding, no permits are required from the City. You do need to make your guests aware, however, that they cannot park on the road rights-of-way. No chairs, gazebos, arches, etc. are allowed to be placed on the public beaches. Gulf State Park, located in Gulf Shores, has a pavilion that is perfect for family and group outings, reunions, beach parties and sunset weddings. Rental is available 7 days a week, except major holiday weekends during the summer.     When a heritage tree is present on the lot, this exemption is limited to the footprint of the principal building, not accessory structures, unless protection of the heritage tree denies or precludes reasonable use of the property.

  • City of Gulf Shores residents have access to enhanced emergency services provided by a full-time fire rescue department made up of over 60 employees located at four manned stations. Services include fire rescue, beach rescue, and paramedics. 

    The Gulf Shores Fire Rescue Department has maintained an ISO Public Protection Classification grade of 1. This classification is the highest rating from ISO, whose primary goal is to rate fire prevention within a city. Less than 1% of communities throughout the United States and only a handful throughout the state of Alabama have achieved this top rating. This rating leads to a significant reduction in home insurance costs for Gulf Shores residents.

  • The City of Gulf Shores provides a complimentary air and ground ambulance service membership through AirMedCare Network for all permanent residents of Gulf Shores. The cost of any Gulf Shores resident transported via ground or air by any AirMedCare Network provider, including Medstar Ambulance and Medstar AirCare, from a pickup location in Baldwin County is covered under this membership. In the event a Gulf Shores resident is transported by an AirMedCare Network provider, payment for the transport over and above the patient's insurance benefit limit will be covered with no additional out-of-pocket expense. If the patient transported is uninsured at the time of the transport, the provider will bill the covered person at the Medicare Allowable Rate for the transport.

    Residents may elect to obtain a full AirMedCare Network emergency air household membership by completing an application and paying an additional $45 per household ($35 per household for seniors). Full membership has no insurance or pickup location restrictions. This will provide coverage for all AirMedCare Network air ambulance transports across a 38 state coverage area. In addition, residents without medical insurance can upgrade to a full ground membership for $35 a year which will eliminate the uninsured exception above. Click here to learn more.
